Hmm... from what I get you're Canadian (Canadian Alliance Against Software Theft mention O_o) and this thing shouldn't be happening. Some ISPs might have the right to monitor your downloads, but if this one doesn't... >_>... because it could be taken as an "attempt to private life"? (direct translation from French, got a blank here). I think this is the only thing as why peer-to-peer programs are "legit" here (that and the "don't share, but download is okay" thing).
And like pwnd said, if you have legit keys, you have the right to download those programs or make PERSONAL copies of the software (unless indicated by the company, and I'm not sure I ever saw this on WinXP stuff O_o... I could be wrong on this one).
